# Financial Help for Radon Mitigation in Pennsylvania

As of this writing, we could not confirm any statewide Pennsylvania grant that pays homeowners to install radon mitigation systems. PA DEP does offer some free radon test kits in limited cases. ## Is there financial help for radon mitigation in PA?

### PA DEP free test kits (confirmed)

The PA DEP says it offers free radon test kits in specific cases. Parents of newborns receive a coupon for a free test kit through hospitals. Homes that screen above 100 pCi/L can receive a free short-term confirmation kit. Homes with newly installed mitigation systems may receive a free long-term test kit. ### Federal radon grants to the state (not to homeowners)

EPA's State Indoor Radon Grants fund state radon programs, such as outreach and testing. They are not paid to individual homeowners for systems.

### Whole-Home Repairs Program

Pennsylvania created the [Whole-Home Repairs Program](https://dced.pa.gov/programs/covid-19-arpa-whole-home-repairs-program/) in 2022 with federal pandemic relief funds. It helps homeowners at or below 80% of area median income with repairs that affect habitability, safety and energy efficiency, with grants of up to $50,000 per home under state rules. In York County, the program is run by the York County Planning Commission. The state's program description does not mention radon, funding has been limited and demand high, so ask the Planning Commission whether radon work qualifies and whether applications are open.

### USDA Section 504 Home Repair loans and grants

USDA Rural Development offers home repair loans to lower-income homeowners and grants to very-low-income homeowners age 62 and older in eligible rural areas. As of this writing, loans go up to $40,000 at a fixed 1% rate over 20 years, and grants are capped at $10,000 per lifetime. Grants are for removing health and safety hazards. Some parts of York County qualify as rural and some do not, so check your address on USDA's eligibility map. Ask the USDA Rural Development office serving York County whether a radon system qualifies.

### Local housing rehabilitation programs

The York County Planning Commission runs a [Home Improvement Program](https://www.ycpc.org/328/Home-Improvement-Program-HIP) for income-qualified homeowners, and the City of York has a separate owner-occupied rehab program. The county program focuses on necessary repairs such as roofing, heating, major electrical and plumbing, and it uses a pre-application and a wait list. Radon is not on its published list of repairs, so call the Planning Commission at 717-771-9870 and ask if radon work can be included.

### Renovation mortgages

If you are buying or refinancing, renovation loans such as FHA 203(k) and Fannie Mae HomeStyle mortgages can roll repair costs into the loan. Ask your lender if radon mitigation can be included.
